Camden proposes moratorium on marijuana social clubs, sales

    Camden is holding a special town meeting Feb. 21 to consider a moratorium on recreational marijuana sales and social clubs, “so as to provide an opportunity for the inhabitants of the Town of Camden to reasonably investigate and implement such local ordinances” to govern those activities.

    The proposed moratorium follows the approval last November by Maine voters of recreational marijuana use and its sale, as well as the requested recount of that vote.

    The meeting begins at 6:30 p.m. in the Washington Street Conference Room. It will be broadcast live on Time Warner Channel 22 and streamed at townhallstreams.com/locations/camden-me.

    Following the special town meeting, the Camden Select Board will convene its regularly scheduled meeting (Read the entire Select Board packet here), with an agenda that includes:

    Appointment of members to the Town Manager Search Citizen Screening Committee. Applications to serve on that committee have been received from T.C. Bland, Alison McKellar, Scott Entwistle, Jeff Sukeforth, Paul Cavalli, Lowrie Sargent, Ed Collins, Parker Laite, Jr., Ed Doudera and Dave Nazaroff.

    Consideration of the renewal concession agreement with Charles E. Pearson, d/b/a Ragged Mountain Sports at the Camden Snow Bowl.

    Consideration of the renewal food concession agreement with Mike’s catering at the Snow Bowl

    Initial consideration of a proposed zoning amendment and Development Agreement regarding renovation of the American Boathouse.

    Consideration and possible approval of a transfer of Tax Acquired real property by Municipal Release Deed from the Town of Camden to Coastal Mountains Land Trust for the permanent use of property for trail and recreational purposes, with retained public access rights and covenants at the top of Ragged Mountain.

    Discussion and possible action regarding Paper Street Notice

    Discussion with Town Attorney regarding Select Board Vacancy.

    Approval of Agreement between MDOT and the Town of Camden for proposed improvements to Route 1 to construct a sidewalk from Quarry Hill to 56 Commercial Street in Rockport including crossing improvements and signal replacement.

    The proposed three-year Maine DOT Municipal/State Agreement applies to improvements to Route 1, specifically the construction of a sidewalk on Route 1, Quarry Hill to 56 Commercial St in Rockport (1950’) including crossing improvements and signal replacement.

    The total project cost estimate is $596,000; Camden’s share is $119,200. The project will be spread over two fiscal years, FY18 and FY19, giving the town two budget years to raise Camden’s share. 

     

    Approval of the Project Agreement between the State Department of Agriculture, Conservation & Forestry, Bureau of Parks and Public Lands, Recreational Trail Program.

    Consideration of the following renewal Victualer License: Fresh Restaurant and 40 Paper

    Public Hearing regarding the following applications: a. Black Sea Inc., d/b/a Fresh Restaurant at 1 Bay View Landing for a renewal Class I Restaurant Liquor License. b. Black Sea, d/b/a Fresh Restaurant for a renewal special amusement permit.

    Review of financials

    Discussion of FY18 Budget goals and priorities and approval of the FY18 COLA for non-union employees.
